The City of Edgewater is seeking a qualified and licensed State of Florida Contractor to furnish and install the equipment required for the replacement carbon dioxide storage system. Selected contractor shall remove existing equipment and replace with new equipment as specified herein. The system, as specified herein, shall be furnished by one supplier, with at least fifteen (15) years of prior experience in supplying carbon dioxide systems of the type specified.
The City of EDGEWATER invites offers from qualified contractors to purchase and remove approximately 6,000 – 7,000 cubic yards of coquina rock located on City-owned property off Rowan Way, within the ParkTowne Industrial Center. The contract period is expected commence on or about September 2018, and continue for a twelve (12) month period from date of contract execution. The selected contractor will be responsible to remove all of the coquina rock above grade on the site.

These surveys are to justify the proportion of Low-to-Moderate Income population in the service area for which the City is applying for a sanitary sewer rehabilitation grant through the Florida Department of Economic Opportunity.

The City of Edgewater operates an advanced domestic wastewater treatment plant capable of treating up to 2.75 million gallons of sewage per day. The treatment process consists of influent screening, grit removal, biological nutrient removal using the Bardenpho process, chemical feed facilities, secondary clarification, tertiary filtration, high level disinfection with dechlorination and post aeration for surface water discharge.

The City has several advisory boards and committees that report to City Council. These boards/committees may make recommendations to City Council on various development projects; some boards/committees have the authority to grant variances or uphold citations. Other boards/committees gather information or promote the city at events or within the community.
Terms expire on the various boards at regular intervals. In addition, vacancies may be created from time to time when members resign from boards.
Applications will be kept active for a period of one year.

Below, you can see the individual projects addressed by the 2013 - 2016 Brownfields Coalition Grant. Project work began October 1, 2013 and ended September 30, 2016.
Property Parcels:
The goals of this grant are to assist communities along the Southeast Volusia Corridor with redevelopment of underutilized and blighted properties and address community environmental problems. In addition, the Coalition aims to achieve the following objectives:
- Protect/ improve environmental conditions and natural resources
- Improve quality of life by reducing environmental contaminants
- Develop parks, trails, and greenspace
- Develop affordable housing, address “food deserts” and
- Stimulate commercial and industrial growth
In 2021, the U.S. Environmental Protection Agency (EPA) awarded the City of Edgewater and its Coalition Members New Smyrna Beach, and Oak Hill, a Brownfields Coalition Assessment Grant in the amount of $600,000. The grant provided a unique opportunity for the City of Edgewater and partnering communities to assist targeted areas within the corridor with Brownfields redevelopment by funding environmental site assessments (ESAs) on over an estimated 60 eligible Brownfields properties in the Coalition Communities.
Since 2013 and again in 2021, the Cities of New Smyrna Beach, Edgewater and Oak Hill (SVCIC) received grant funding from EPA to conduct Brownfields Site Assessments (BAs) to assist local units of government, redevelopment agencies, not-for-profit organizations, and other agencies within the Southeast Volusia communities. Often, local governments have acquired contaminated properties through foreclosure for back taxes, land donations, or may already own property they would like to sell for redevelopment.
Any development done in a floodplain (fill dirt, new construction, remodeling, etc.) is required to have a permit!
If construction or development is happening that you believe is unpermitted, feel free to call our Building Department office or submit a notice to our Code Enforcement office.

Each dog and cat within the City of Edgewater shall be registered once each year with a city license tag. If your pet is not current at the time of pick up, you may receive a citation. If this is a first offense, the officer may allow you to purchase the tag at the time of pick up.

K9 Unit
The Edgewater Police Department has three full service K9 Teams. The K9 Teams are certified in criminal apprehension and narcotics detection. The K9 Unit is assigned to a patrol rotation and is available 24/7 to respond to calls.

The City of Edgewater is a proud small town community with trails, parks and the river. The community, established in 1951, was originally started by Dr. John Milton Hawk (1826-1910), who initially called the City Hawks Park.
Edgewater Fire-Rescue is comprised of career and volunteer members who serve our community 24 hours a day, 7 days a week. Fire protection is provided by two staffed fire engines. We provide advanced life support services, including ambulance transport, with paramedics on all of our first response units. Volunteers, fully trained as Florida State Certified Firefighters and Emergency Medical Technicians or Paramedics, supplement our career staff. Support volunteers provide administrative and other services to assist our organization.

Firehouse Subs has awarded more than $30,000 worth of life saving extrication equipment to Edgewater Fire Rescue. The awarded equipment will replace obsolete extrication tools, improving the department’s rescue capabilities for victims in motor vehicle accidents by allowing firefighters to cut through materials used in modern manufacturing and quickly reach victims in need of medical attention.
The City of Edgewater employs an Enterprise GIS to store data related to the City’s utility infrastructure, land use, property management, parks, and right of ways for the purpose of improving efficiency, accuracy and productivity. The City’s GIS uses the information for responders in times of emergency, assist in City planning, collection and management of City assets, conduct analysis of spatial events and provide our citizens with information about the City.

The mission of the Finance Department is to provide fiscal and financial support to City Council and all City Departments. The Department is committed to providing timely, accurate, and complete information.

The Edgewater Fire Department was established on January 19, 1948. Prior to the establishment of the fire department, the forest rangers and New Smyrna Beach Fire Department extinguished the fires in the Town of Edgewater. In 1946, the Town of Edgewater had a police chief who lived on the northeast corner of Park Avenue. Police Chief Bates acquired several Indian Tanks from the Forestry Department and hauled them around in his 1936 Ford.
The purpose of the Board shall be to review retirement trust fund system and plans; determine such retirement trust fund systems and plans are administered in such a manner as to maximize protection of the firefighter’s retirement.
The Board consists of five members, with two-year terms. Members may not serve on other City Boards or Committees. Requires filing of Annual Financial Form (Form 1).

Edgewater Fire Rescue crews and department staff endeavor to inspect each commercial business in the City annually in an effort to reduce fire and life safety issues in the community. All new businesses in the City are inspected for building, fire and life safety code compliance prior to opening. All new commercial construction receives a review of the building plans to ensure compliance with fire and life safety codes. Any new subdivision plans are reviewed to ensure all areas are accessible by emergency vehicles and to make sure there are adequate fire hydrants.
Edgewater Fire-Rescue is made up of committed career and volunteer members who proudly serve our community 24/7. We operate two fire engines, each staffed with a minimum of three firefighters, including at least one paramedic. Additionally, we staff two ambulances with a minimum of two firefighters, one of whom is a paramedic, ensuring advanced life support care is always available.
In 2024, the department responded to a total of 4,489 incidents, with our advanced life support ambulances completing 2,130 transports.

The Fleet Maintenance Division is responsible for maintenance and repair of all City Vehicles and equipment. In addition, they maintain the fuel system and records associated to assure compliance with state and federal regulations. Florida Power & Light Company (FPL) provides the nation’s most reliable electric service for our customers, and as part of that service FPL arranged for planned tree and vegetation maintenance in Florida Shores and southern areas in Edgewater in the coming weeks. Hurricane Dorian - Debris Pickup
The City crews have completed three passes for yard debris since Hurricane Dorian. Per Fee Resolution 2019-R-09 special refuse pickups of yard trash or exorbitant amounts of solid waste that exceeds normal or routine pickup quantities may be charged an additional pickup and disposal fee. Any tree trimming by a contractor must be hauled away and disposed of by the contractor. If it is not, the homeowner will be charged for the pickup. If you have any questions, please call 386-424-2400 ext. 4007.

City of Edgewater announces closings relative to Hurricane Isaias
Due to the expected storm surge from Hurricane Isaias, the fishing piers/docks at Menard May and Veterans Parks will be closed effective immediately. Parks and Recreations crews are undertaking measures to protect these structures from potential damage. The fishing piers/docks will remain closed until after the storm has passed, damages can be assessed and repairs made, if necessary.
Crews, both City and contracted haulers, began removing Hurricane Milton debris on October 18, 2024. Debris removal contractors have now completed two passes through the City for pickup of vegetation debris. The City will now be picking up any remaining vegetation. On Monday, December 2, 2024, crews will return to the normal vegetation debris removal schedules and any additional charges for large piles, if applicable.

Volusia County residents and visitors can think globally and act locally during the 2018 International Coastal Cleanup and Halifax/Indian River Cleanup set for 8:00 a.m. to 10:30 a.m. on Saturday, September 15th. Volusia County’s Environmental Management division is looking for volunteers to remove trash from beaches, rivers, and parks during this event.
The first 1500 registered volunteers will receive a cleanup giveaway so register early for your site choice. All sites will have a maximum capacity goal and will be marked full when this maximum is reached.

The Edgewater Police Department has three full service K9 Teams. The K9 Teams are certified in criminal apprehension and narcotics detection. The K9 Unit is assigned to a patrol rotation and is available 24/7 to respond to calls.
In addition to police related functions, the K9 Unit preforms several community demonstrations yearly.

On Wednesday, November 6, the City’s Public Works crew will be repairing the asphalt at the entrance to Friendly Shores Mobile Home Park off of Riverside Drive, weather permitting. City Events 2024
The ParkTowne Industrial Center industrial park is part of one of the largest contiguous Industrial zoned areas in Volusia County. The industrial park is approximately 342 +/- acres designed to provide industrial parcels to support manufacturing, distribution and space related jobs.
In order to repair the asphalt at the entrance to Parktowne Industrial Park, City crews will be closing the northbound lane at the entrance today to facilitate the repair. There will be signs up, along with a flagging operation to help direct traffic.
Due to ongoing sanity sewer repairs, pumps will be running throughout the night. These pumps will be located along the road on the southbound lane at 17th Street & Queen Palm Drive and the northbound lane at 17th Street & Royal Palm Drive which will limit the right of way to 20 feet either side of the manhole. Please use caution and remember to slow down when passing equipment and workers.
Environmental Services Field Operations Division will be closing the right lane, west bound on East Park Avenue at the corner of East Park Avenue and US 1 to make emergency utility repairs. West bound traffic will be detoured onto Wilkinson.
Work will start at 8:00am - 12:00pm Friday, September 22, 2023.

Since that time, Amvets Post 2 along with VFW Post 4250 and American Legion Post 17, have presented a program to honor our WWII veterans and remember their sacrifices to ensure our freedom. 2,403 American service men and women died, and 1,178 injured at Pearl Harbor.

BOIL WATER NOTICE HAS BEEN RESCINDED
Residents in the effected area can now return to normal water usage.
With the recent return to a normal rainfall pattern, Wastewater Treatment Operators are able to keep the Reclaimed Water distribution system supplied on a continual basis to serve all customers throughout the day. The reclaimed water distribution system will remain in operation 24/7 until further notice.

Florida faces many water supply challenges. While there is no magic bullet to solving those challenges, the foundation of a sustainable water supply must be conservation, with a diversified selection of alternative sources to help stretch traditional freshwater supplies. One example is maximizing the use of reclaimed water. Florida is leading the nation in the use of reclaimed water. Reclaimed water can be safely used for a wide variety of purposes including landscape irrigation.
UPDATE: January 25, 2019 4:00pm Repairs are complete and Reclaim Water System is back up and running.
The City Reclaimed Water System has been shut down, on January 25, 2019 at 12:22pm for repairs to the Reclaimed Water System. We will post once the System is back on.

The City-wide reclaimed irrigation system has been shut down temporarily today, August 25th, for maintenance and repair. Repairs are expected to be complete by end of day with the system back online and in normal operation by 4pm.
Due to the ongoing dry conditions and in order to conserve irrigation water availability for all customers, beginning Monday, May 22, 2023 Staff will deactivate the Reclaimed Water Distribution pumps between the hours of 10am to 4pm each day. This protocol will continue until routine rainfall has returned.
In order to ensure sufficient water to perform required sampling on the reclaimed water at the treatment plant, it may be necessary to shut down reclaimed water tonight from 10:00 p.m. until 4:00 a.m. The operators will evaluate the usage to determine if this is necessary, but if the demand tonight is as it was last night, this will be required.

The Department of Environmental Services Utility Division has shut down the reclaimed water system temporarily for repairs on Lime Tree Drive from 27th - 31st Street. The reclaimed water system will be shut down for an unknown amount of time. As soon as the repairs are complete and the reclaimed water system is back online the website will be updated.

The purpose of the Recreation and Cultural Services Board is to study recreational needs for all ages in the City and the utilization of land and facilities for this purpose; to study existing recreation activities and assess future needs; coordinate with organized groups within the City and outside on matters or programs that affect recreation; review and recommend land acquisition for public park purposes and matters concerning land utilization and facilities improvements.
Visitors may reside in their motor homes on property designated for residential use for a maximum of a two-week period with a permit. A visitor residing in a motor home shall be permitted no more than twice in a six-month period. The permit shall be prominently displayed so as to be visible from the street.
Permit requests shall be submitted to the City Clerk.

UPDATE 02.17.2023 9:30am: The contractor, GPS Civil, has finished the work on W Pine Bluff St from Hart to US 1, so that portion of the road is open. They are currently on W Pine Bluff St from Old County Road to Hart Ave and will have that section of Pine Bluff closed for a few days, likely finishing up Wednesday, February 22.
Due to utility repairs the City will have the north bound lane of 2200 block of Woodland Dr. closed 8:30 am to approximately 11:00 am.

ROAD CLOSED
UPDATE: We have decided to keep the pump running across Needle Palm to help lower the water in Duck Lake, so the intersection will remain closed while it runs. We plan to shut the pump down before the heavy rains (approx. late afternoon today) and will reopen the road at that time.
Correction / update: due to construction work on Boston Rd., detour for S Riverside Dr will be E Indian River Blvd
S Riverside Dr will be CLOSED until further notice for a sewer repair. The location of work is at the intersection on the very south end of S Riverside, adjacent to Friendly Shores MHP (see map). Traffic will be diverted to Boston Rd. Access to properties 2137 & 2139 S Riverside Dr will be through Friendly Shores MHP during this time.
On Wednesday, August 17, City staff will be replacing a stormwater pipe on Canal Road, at the intersection with Oakridge Avenue. Canal Road, at Oakridge Avenue, will be closed for a few hours during the day to accommodate the work.

A small portion of 16th Street east of the railroad tracks will be closed during construction at the City’s lift station located near the intersection of 16th Street and High Street. The City’s contractor will have detour signs in place as of 7:30am Monday morning August 24th for a road closure of 16th Street between High Street and Dayton Street, thru traffic will be diverted to Eaton Road (refer to map). All driveways will remain accessible, and the City’s contractor will be distributing flyers to local area residents informing of the work.
Emergency Repairs
A vehicle hit overhead wires along Riverside Dr at Merrimac St intersection, pulling them down. Riverside Dr will be closed between Ocean Ave to E Palm Way while repair work is proceeding.
City crews are on scene to ensure the water/sewer utilities continue to function, including setting up a portable generator at the City’s sewage lift station. FPL power and telecommunications crews are en route to respond. It is unclear at this time the extent of the outage for electric power and telecommunications.
Due to the replacement of power poles, FPL will have the following roads closed. The closures will be from 8:00 a.m. to 4:00 p.m. each day. There will be no nighttime closures.
Due to a utility repair, Needle Palm Drive will be closed to through traffic at 17th Street today, June 2nd, beginning at approximately 8:00am and lasting until 3:00pm or until the repair is complete. In addition, 17th Street between Kumquat Drive and Needle Palm Drive will be restricted to one lane of travel to accommodate local traffic only while construction crews are working.
Please avoid the immediate area if possible. Recommended detour route: Orange Tree Drive from 442 to 16th Street.
D2 the contractor for Elegant Manor has closed the S-curve on Air Park Rd for paving. Expected to reopen at 6pm tonight. Detour is in place according to the graphic, directing Silver Palm Drive traffic to 22nd Street & Willow Oak Drive.
Airpark Village construction will be closing South Air Park Road Just north of Oak Trail to Silver Palm Drive, for through traffic during the hours of 9:00am-3:00pm each day starting Tuesday, March 14, 2023. Closure will be for approximately eleven (11) days to install all utilities to the new subdivision as well as a manhole on South Air Park Road.
South Riverside Drive from E. Park Ave. to E. Pine Bluff starting November 17, 2022 til approximately December 2, 2022 due to sewer repairs. The road will be closed starting at 8:00am-5:00pm daily. See map and detour instructions in the supporting documents.

Road closure on Victory Palm Drive from 18th Street to 22nd Street. Local traffic only until further notice due to water line repairs.
Due to utility repairs Vista Palm Drive from 30th Street - 34th Street, 32nd Street from Vista Palm Drive to Woodland Drive, 33rd Street from Vista Palm Drive to Unity Tree Drive will be closed on March 14, 2023 from 7:30am-4:00pm. This closure will be for through traffic only, local traffic will have access to residence and provisions will be made for bus and emergency vehicles.
As part of the City of Edgewater’s Hart Avenue Drainage and Water Main Improvements project, the City’s contractor will need to close W Ocean Avenue near US 1 in order to cross the road with the new water line. Road closure at W Ocean Avenue near the intersection of US 1 will occur on Monday, May 8th and Tuesday, May 9th from 8:00 am to 2:00 pm. A well signed detour will be in place, as traffic will be rerouted using US 1, Park Avenue, and Old County Road.
Due to a sewer repair our crews will be shutting down West Pine Bluff from Hart Avenue to Ridgewood Avenue on January 19, 2021. We do not currently have an estimated time of completion of repairs. The City's contactor will be installing stormwater structures between 119 W Pine Bluff Street and 125 W Pine Bluff Street. West Pine Bluff Street, from Hart Avenue to US 1, will be closed to through traffic starting Monday, March 27, 2023 and is scheduled to be finished by Friday, March 31, 2023. All homes will remain access to come and go as needed. See map to the right and in the Supporting Documents below which shows the road closure on W Pine Bluff in red.

The City's contractor, Better Barricades, will be striping East Park Avenue from US #1 to Riverside Drive. We are not expecting any road closures, possible lane closure or delays in traffic can be expected during the road striping. The City Street Department will be working on Queen Palm Drive from 18th Street Canal to SR 442. Street will be limited to local traffic only. They will be making repairs in the asphalt and will have MOT in place for the safety of the workers and residents. The City of Edgewater employs one animal control officer who is trained to handle situations with domesticated pets only. Wildlife problems are addressed under the jurisdiction of Florida Fish and Wildlife Commission. Routine patrols are conducted throughout the City to ensure all pets are tagged and on leashes when outside the home. Barking dog complaints are investigated by the Animal Control Officer and the Edgewater Police Department.

The City of Edgewater has identified the clay pipe installed in the 1960’s as the area of focus for installation of liners to stop the influent water entering our sewer pipes. With both ground and storm water levels being part of the concern the City has hired a contractor to install the liners inside the pipe along Riverside Drive. The lining will be for the (lateral) pipes from the main line in the street to the property line. Contractor has a Proposed start date of March 1, 2023, you may see workers out doing some accessing/cleaning prior to the start date.

The sidewalks on US1 from Edgewater Landings to Pyramid Park will be closed due to repairs. Work will begin 07.31.2024 and should be completed by 08.03.2024.
The city's contractor for replacing damaged panels of the sidewalk on 30th Street, north side. Work will begin on April 27th. The contractor will be starting at Burger King working west with generally one lane of traffic closed at a time. Flaggers will be in the area, please proceed with caution in the construction areas. Florida Shores was developed before stormwater treatment rules were enforced in the State. The open water canals throughout Florida Shores were originally constructed as mosquito control ditches, and then houses were built around the canals all connected by a grid of dirt roads. In the 1990’s, two big things happened: strict stormwater rules went into place Statewide, and all of the north-south roads in Florida Shores were paved. In order to comply with the new stormwater rules, an extensive network of dry-bottom retention ponds and swales were constructed.

Traffic Unit
The Traffic Unit consists of three motorcycle officers and the Traffic Homicide Investigations Unit, which is overseen by a sergeant. The Traffic Unit's primary responsibility is to aid in the Edgewater Police Department’s overall goal of reducing traffic crashes and traffic violations to improve the safety of the community.
The responsibilities of the traffic unit are:
Edgewater Fire-Rescue is comprised of career and volunteer members who serve our community 24 hours a day, 7 days a week. Fire protection is provided by two staffed fire engines. We provide advanced life support services, including ambulance transport, with paramedics on all of our first response units. Volunteers, fully trained as Florida State Certified Firefighters and Emergency Medical Technicians or Paramedics, supplement our career staff. Support volunteers provide administrative and other services to assist our organization.
Starting at 9:00 AM on Tuesday, November 14, 2023 Volusia County residents still grappling with home damage or the financial repercussions of repairing their homes from Hurricane Ian’s impacts can apply for assistance. The Transform386 initiative will accept applications from homeowners who need repair work or would like to be reimbursed for completed repairs.

The parking lot at Veterans Memorial Park on Riverside Drive will be closed on Thursday, March 28. The City’s contractor will be making improvements to the parking lot, which should not take more than a day.

As part of a nationwide effort required by the EPA, the City of Edgewater will be conducting a Water Service Line Inventory starting March 29, 2024 and should be completed in July 2024. The focus of this inventory will be to document the types of materials used in water service lines that were installed in 1989 and earlier, which is about half of all water services in the City.

ConformanceThe Web Content Accessibility Guidelines (WCAG) defines requirements for designers and developers to improve accessibility for people with disabilities. It defines three levels of conformance: Level A, Level AA, and Level AAA. This website’s goal is conformance with WCAG 2.1 level AA.
EPA’s definition of “brownfield site” includes the expansion, redevelopment, or reuse of property that may be complicated by the presence or potential (perceived) presence of contamination by hazardous substances, petroleum and other pollutants.
Under Florida law (Chapter 163, Part III), local governments are able to designate areas as Community Redevelopment Areas when certain conditions exist. Since all the monies used in financing CRA activities are locally generated, CRAs are not overseen by the state, but redevelopment plans must be consistent with local government comprehensive plans.
An emergency is any situation that requires immediate assistance from the police or fire department. Keep in mind that most all fire departments also provide emergency medical services. Edgewater Fire Rescue provides advanced life support (paramedic) services as well as transport to the hospital via one of our two ambulances.
