Voluntarily Annexing into the City

Benefits of Annexing into the City

The most important benefit of annexing into the City is having a say in how things are done.  Growth will continue to impact the the character of our City. By annexing, you will have a say in how this growth is managed and a chance to voice your ideas and concerns. You will also have the ability to get involved with City boards and committees to make a difference in your local community.

Additional benefits of annexing into the City include but are not limited to:

  • Two trash pick-ups per week.
  • City water and sewer service (where available).
  • A likely reduction in fire insurance and possibly property insurance.
  • Convenient accessibility to your local government offices, including the Development Services Department for building permits and planning and zoning services.
  • Local City Council meetings occur in the evenings close to your home.
  • Local and immediate response of emergency services that are stationed within close proximity of your residence.

 First Response Services

 Police Protection:

  • For emergency priority calls, the local police have an outstanding average response time of 2.20 minutes
  • For all routine calls that do not require emergency response, the local police have an average response time of 6.19 minutes from the time the officer gets the call until he/she arrives on scene.
  • Our police station accepts walk up service to include making a report, request to meet with a police officer or to pay a local citation.

  Fire Protection:

  • The City has a Fire Insurance Rating of 2.
  • For emergency medical incidents, the average response time is 4 minutes or less.
  • For non-emergency medical incidents, the average response time is 8 minutes or less. 
  • The City has two staffed fire stations that respond to fire and medical calls. Each station is staffed with a fire pumper and an Advanced Life Support rescue that is permitted to transport local residents.

Zoning and Land Use

Most current land uses and zoning designations in the unincorporated areas will be changed to comparable City land uses and zoning designations. For example, areas currently zoned for farm animals will not change, if so desired by the property owner.

However, some unincorporated areas current zoning designations may not be comparable with the City's zoning categories.  Each annexation will be reviewed on a case by case basis to determine the most appropriate zoning designation for that particular property.  For more information please contact Development Services at 386-424-2400 ext. 1502.

Utilities and Taxes

Residents of the unincorporated area who are served by the City's water service pay a 25% surcharge. By annexing into the City, the surcharge would be waived resulting in savings for the resident.

Annexation will not result in a property owner being required to connect to water or sewer if such lines are not already in place. However, if a water main is adjacent or available to a property, then that building or structure may be required to connect to the City's water system when the well system fails, becomes contaminated, or experiences a dry well condition or a permit is requested from the Volusia County Health Department or other appropriate authority for a replacement well. 

If a gravity sanitary sewer is adjacent or available to a property, then that building or structure may be required to be connected to the City's wastewater system when the septic tank fails or a permit is requested from the Volusia County Health Department or other appropriate authority for a septic tank or drain field replacement. This would be the case regardless of whether a property is annexed or remains in the unincorporated area. All questions related to changes in utilities should be directed to your current provider.

Although you may experience a reduction in your utility bill, you may experience no change or even a very slight increase in your annual property taxes.
