Rebuild Florida General Infrastructure Program (GIP) Application Information

PUBLIC NOTICE

 

The City of Edgewater anticipates applying for Rebuild Florida General Infrastructure Program (GIP) Round 1 funding which is available in the amount of one hundred fifty million dollars ($150,000,000.00) provided by the U.S. Department of Housing and Urban Development (HUD) to assist the State of Florida for necessary expenses related to mitigation activities in the Most Impacted Areas from the effects of the declared major disasters in the 2016 and 2017 Storm Events.  This funding will be administered by the Florida Department of Economic Opportunity (DEO) and can only be used for selected activities that are directly related to long-term disaster mitigation.  Activities that are typically eligible for funding under the Community Development Block Grant (CDBG) Program are eligible projects if no other funding is available to meet the need.  Applications are due in DEO no later than September 14, 2020. 

The City of Edgewater intends to submit an application which will focus on improving the function and integrity of the City’s sanitary sewers and wastewater treatment plant by reducing the effects of infiltration and inflow (I/I) brought on by severe and frequent storm events and which will be made worse by rising sea-level and improve the resiliency of several sanitary lift stations.

The City of Edgewater Environmental Services Department has selected a project focused on sanitary sewer improvements, including lift station upgrades, sewer lining, and manhole coating, as the project believed by City Staff to best meet the requirements of the “Rebuild Florida General Infrastructure Program” Round 1 grant opportunity funded by the US Department of Housing and Urban Development (HUD) through the Community Development Block Grant - Mitigation (CDBG-MIT) program and administered by the Florida Department of Economic Opportunity (DEO). In total, $475 million has recently become available to fund infrastructure improvement projects with a focus on long-term mitigation and resiliency of drinking water, wastewater, and stormwater systems against the impacts of future severe weather events including sea-level rise. This program is intended to mostly benefit residents within Low to Moderate Income (LMI) neighborhoods and applies primarily to those areas identified as Most Impacted and Distressed (MID) in the major disaster declarations of 2016 Hurricane Matthew and 2017 Hurricane Irma. This is a competitive ranking process with $150 million available in Round 1 (application deadline 9/14/2020) with additional amounts available in subsequent years in similar competitive application cycles.

Public input is a critical factor in the ranking of the City’s grant application. Please provide your recommendations for how best to meet the intent of the grant opportunity and how best to use those funds if awarded.

 A public meeting will be held in the Edgewater Council Chambers, 104 North Riverside Drive, Edgewater, FL, 32132 on Thursday, August 20, 2020 at 2:00pm to discuss the types of projects to be undertaken, the source and amount of funding available for the activities, the date by which comments must be made and a contact person for a copy of the proposed application. The public is invited to attend, and/or to view the meeting online via the City’s website (www.cityofedgewater.org) and provide comment on the City’s intended application.
