•Neutered pets are more loving and better tempered pets.

•Neutered cats are less likely to mark their territory (or spray).

•A spayed female doesn't have estrus (or heat cycles). The estrus cycle happens about twice a year for dogs and three or more times a year for cats. It can last for six or more days and often results in a distracted, nervous female??who may cry or howl??and numerous unwanted male visitors.

•Neutered pets are less likely to bite. While neutering isn't a cure for all behavior problems, in combination with training it can mean drastic changes in a pet' s behavior, almost always for the better.

Who will take care of all these dogs and cats? It's not just a problem of too many -- each pet is an individual life.

Today, the department continues to operate a combination department with 28 career personnel and many volunteers, which makeup three divisions. The Operations Division is balanced in three platoons of firefighters that work shift work of on-duty for 24 hours and then off-duty for 48 hours. The three platoons staff two stations and respond to emergency and non-emergency request for service calls. The Life Safety Division is comprised of the fire marshal, who coordinates the fire prevention aspect of the fire service. Code Enforcement and Animal Services makeup the Community Services Division. A very active not-for-profit auxiliary that is made up of departmental members as well as their family members and other residents that want to support their community fire department also support the Department.

The auxiliary is incorporated as a not-for-profit organization and is commonly referred to as the Association. Along with fund-raising activities, the association sponsors many little league sports teams and supports the community through various activities. The association has also assisted in the coordination of the annual Fourth of July festivities for community for over 50 years. The association also garnishes support to the Operations Division by the provision of support personnel to do non-emergency tasks on large incidents and at trainings.

The Edgewater Fire Department has advanced a long way from a police chief carrying water tanks in the trunk of his patrol car responding to five brush fires per year, into a well-organized combination department responding to an average of 2,700 incidents annually. Not only has the department increased its call volume, it also has expanded the level of service to provide emergency medical services, hazardous materials response fire suppression, business inspections, emergency management, water rescue and a variety of public education courses including cardio-pulmonary resuscitation, first aid and baby-sitter courses. The department also manages all aspects of code enforcement and animal services.

The department continues to pride itself on providing very cost effective services while assuring that the level of service or the customer service is never below the expectations of the community. As the department continues to plan for the future, the community can expect continuous expansion of the services that are offered to the citizens. The present goals will guide the department towards the ability to provide ambulance transport for the residents, increased working relationships with neighboring communities and additional home healthcare services delivered to patients confined to their homes.

All cardboard, thin or corrugated MUST be flattened and placed in or under the bin. There is no need to cut the cardboard if it is too large for the collection truck they will leave it and have another truck collect it.

In order to allow our employees an opportunity to spend holidays with their families, there are certain holidays that the City of Edgewater does not have collection services. Recycling schedules will follow the City's schedules. Holidays observed are as follows:

Yes, the Residential Housing Rental program requires an inspection of both the interior and exterior of each unit on the property. 

Place these items out to the street/curb for Wednesday collection by 7:00am. Appliances will NOT be picked up during holiday weeks. If the garbage truck does not collect the items, you will be placed on a list for collection within a few days. Leave these items out for collection. If brought back to your house you may miss the collection. Tires are limited to four (4) per household, per year.

Pool fills do not qualify for a high consumption water credit, although you may qualify for a sewer credit. Contact your sewer company, in writing or fill out a water adjustment form, or fill out our new Online Adjustment Form to request a sewer credit. Please include the date the pool was filled.

Once the Business Tax Receipt is submitted, the property owner or representative will be contacted to set up the inspection. Inspections will be done by appointment only. After the property inspection is complete and the property is in compliance, the property owner will pay for the Certificate of Use.

Each inspection will vary according to the individual property; however, one should set aside a minimum of one hour for a single family residence.  This is only an average.

The property owner or representative will be given adequate time to correct violations noted.  The time allotted for correction will be at the inspector’s discretion, based on the nature and severity of the violation.

The City bills on a monthly basis. Payment is due within 20 days from the Statement date. If that date falls on a weekend or holiday, the due date will be moved to the next business day.

Once a citation is written, it is forwarded to the Clerk of Court the next business day. If you disagree with the ticket, you can challenge it in court. Personal options are listed on the citation or access the Clerk's Website. Nobody in the police department, including the Chief of Police, has authority to dismiss, change or withhold prosecution of a ticket.

Edgewater Police Department offers our citizens the service of placing their homes on Vacation House Watch lists. Our volunteers (C.A.P.S – Citizens Assisting Police) make frequent neighborhood patrol checks and will physically check your home in your absence. The form can be Downloaded Here or picked up from the lobby of Edgewater Police Department, 135 E. Park Ave during normal business hours. C.A.P.S is a self-supporting volunteer division of the Edgewater Police Department and this is just one of their free services provided, however, donations are always appreciated and welcomed.

To reinstate service, your entire past due balance plus the $35 Disconnection Fee must be paid. Payment may be made with your Debit/Credit/Check on our web page, by phone through our automated phone system (credit/ Debit only), or by visiting our office in City Hall (all forms of payment accepted). To ensure that your turn on is processed in a timely manner you must speak to a Utility Customer Service Representative and inform them that your water has been turned off for non-payment and you have made payment. If payment is made by 3:30pm, your water will be restored the same day.

NOTE: A $35.00 non-payment fee will be charged to your account 30 days after the statement date. If the City has to go to your house for a second turn off after the first shut-off there will be a 2nd Shut-off fee added to your account. 

In April of 1948 Fire Chief Cannon became ill and Elmer Bane was appointed acting Chief. Bane served as acting chief until October when he was elected chief and then served until 1952. The firemen were notified of fire by a siren that was installed on a pole at the corner of Park Avenue, which was located in the center of town. When there was a fire, one of the volunteer firemen that lived next to the siren would blow it. A shed to store their first fire truck an American LaFrance was constructed on Park Avenue where the water department is currently located. The shed was constructed by the firemen on evenings and weekends.

In 1948 the department had responded to five fire calls and conducted drills once a month. By 1951, the department responded to 26 fires. Because of the number of brush fires in the area, the year 1952 brought about some changes. Chief Banes wanted to purchase a unit with the capability of pumping from the front. When the department bought a new 1950 Seagrave Engine despite his protests, he, along with several members, quit in April of 1952.

In 1953, the men started a dues assessment on themselves to raise funds to purchase another fire truck. A used truck was purchased and fitted with a custom built tank. A pump and booster hose was then added. Later, 1 1/2 fire hose was purchased and installed. All of this was done by volunteers without assistance from the city. Meanwhile, the wives of the firemen formed the auxiliary to the department in 1953.

In 1957, a Board of Governors was installed by the Town Council to run the community center. The department assisted the board in the selling of raffle tickets to be used to purchase air conditioners for the center. The first Little Miss Edgewater contest was held at the community center on July 4, 1957, and was later changed to include Little Master.

In 1965 a new Class A Pumper was purchased for the department. Once the new apparatus was placed into service, the old Seagrave was retired from service. By the late ‘60s, the department again started to experience growing pains and plans were formulated for a new firehouse. Property was purchased further south - closer to the center of the shifting population. Ground was broken in 1972 and many hours by the volunteers were dedicated to the design and construction of the new larger firehouse. The volunteer firemen and their families again constructed the firehouse. The department moved to the new location in 1973. The apparatus bay of the old fire station became a storage facility for two years until the city remodeled it into a police station, which moved the police department out of City Hall. The old meeting room was turned over to the newly formed Edgewater Volunteer Emergency Rescue (EVER) department, which formed in 1975. EVER remained in the old firehouse until 1981 when the Edgewater Rotary built a new building next to the new firehouse. Then the police department used the old firehouse as their sole facility until the late ‘80s.

In 1976, the increase in brush fires lead to the purchase of a four-wheel drive truck, which was accommodated with a 200-gallon tank with a pump and a booster reel that was donated to the department by a local widowed doctor’s wife. Later in the year a mutual aid pact was signed with the Division of Forestry Services and the fire department received a used 500-gallon tanker in return. One of Edgewater’s largest structure fires took place in November of 1976 and started the workings of a countywide mutual aid agreement. This fire destroyed Coronado Paint Company, which was one of Edgewater’s largest manufacturing businesses and brought units from as far as Brevard County and the Kennedy Space Center. An incident of this magnitude proved multi-jurisdictional fire departments could work well together and initiated a mutual pact for all of Volusia County.

Fire Station #2 was completed in 1981 and housed additional brush trucks and apparatus purchased by the county to fulfill the agreement. The station was the fourth fire station that the volunteer firemen and their families had constructed for the city. That year continued to test the mutual aid agreement with large brush fires, including one in June. This fire was started by lightning in the Crane Swamp area west of Edgewater and burned for three months. The State Forestry took command, but many hours were spent by Edgewater’s volunteer firemen assisting with extinguishing the fire.

At the end of 1989, the fire department and the rescue department were joined together. Beforehand, they were completely separate with many members serving on both departments. In November of 1989, the city hired its first paid fire department members to create a combination career and volunteer department. The first hiring consisted of a fire chief and a lieutenant who were directed to hire an inspector and three additional firefighters. All staff members, with the exception of the fire chief, were hired from the volunteers. This made the department transition easier. The career members were scheduled to cover daytime hours during the week when the volunteer response was low due to the volunteers working regular jobs.

By 1995 the city continued to grow, as did the number of emergency incidents. Since the majority of the incidents were medical in nature and most of them required advanced life support, the city had decided to enhance the services with the addition of paramedics. With several members already having completed their paramedic training it was only a matter of obtaining appropriate equipment and licensing. The department identified the task as one of their goals and later began offering the enhanced services to the community on Dec. 25, 1995.

In 2001 the department experienced another transition as the city manager had initiated some reorganization and placed the Code Enforcement and Animal Services into the department. The additional responsibilities required the department to create another division in order to supervise these services. The Division of Community Services was created and was supervised by the fire marshal.

Residential rental property includes single-family dwellings, duplexes, apartments, town homes and condominiums which are leased, rented or occupied by a person or person other than the owner.

You should receive your bill around the same time every month. You may call the Utility Customer Service office at (386) 424-2400 Ext. 4000 to get your balance for payment. You may also access the automatic phone feature (386) 427-3279. Failure to receive your bill will not avoid disconnection of service.

You will be required to have one Business Tax Receipt and a Certificate of Use for each dwelling unit you own.

It's just what it sounds like: the water is flowing in the opposite direction from its normal flow. With the direction of flow reversed due to a change in pressures, backflow can allow contaminants to enter our drinking water system through cross-connections.

A potentially hazardous cross-connection occurs every time someone uses a garden hose sprayer to apply insecticides or herbicides to their lawn. Another cross-connection occurs when someone uses their garden hose to clear a stoppage in their sewer line.

Without a backflow prevention assembly between your hose and hose bibb (spigot or outside faucet), the contents of the hose and anything it is connected to can backflow into the piping system and contaminate your drinking water.

This hazardous situation can affect more than a single home. In 1977, an entire town in North Dakota had to be rationed drinking water from National Guard water trucks while the town's water distribution system was flushed and disinfected following contamination by DDT. Investigation determined that two residents spraying DDT had made direct cross-connections to their homes. A backflow condition had occurred, sucking the DDT through the home piping systems and out into the town's water distribution system.

Backflows due to cross-connections are serious plumbing problems. They can cause sickness and even death. However, they can be avoided by the use of proper backflow prevention assemblies. Each spigot at your home should have a hose bibb vacuum breaker installed. This is a simple, inexpensive assembly which can be purchased at any plumbing or hardware store. Installation is as easy as attaching your garden hose to a spigot.

Are you unknowingly exposing your family to potentially harmful bacteria and viruses?

The City of Edgewater provides a monthly utility bill.  It is often confused as a “water bill” when it is compared to other nearby communities’ monthly water bills. Your monthly utility bill is all inclusive (water, sewer, stormwater, garbage and recycling). In other cities many of these services are billed separately through annual tax assessment.

Beginning October 1, 2023 there is scheduled to be an increase (once approved by City Council) of fees for Water, Sewer, Stormwater and Solid Waste (Refuse and Recycling).  For households that use an average of 3,000 gallons per month, this means an increase of $.85 for Water, $.09 for Utility Tax (10% of Water) and $1.62 for Sewer per month. The Stormwater increases by $.50 per month with a Solid Waste (Recycling) increase of $.52 per month and Solid Waste (Refuse) increasing by $2.10 per month.

The funds derived from utility bills support projects crucial to the environment and utility infrastructure of the City such as:

• Expansion of reclaim water lines to provide reclaim irrigation water to other areas of the community, reducing discharge to the Indian River Lagoon
• Lining of older sewer lines to reduce rain water intrusion into the sewer system
• Routine repair and maintenance to the utility infrastructure
• Improved maintenance and cleaning of the storm water conveyance system with specialized equipment
• Future replacement of the Public Works facility
• Reasonable Assurance Plan improvement projects to clean storm water before it discharges to the Indian River or Hammock recharge area as required by the Florida Department of Environmental Protection
• Replacement of older water lines for increased pressure and water quality
• Stormwater quality projects to reduce nutrients in rainwater runoff in accordance with the cooperative reasonable assurance plan

Sometimes referred to as "altering", spaying and neutering are ways of providing birth control for dogs and cats by removing their reproductive organs, therefore preventing them from having litters of puppies or kittens. Spaying is the procedure used for female pets, and neutering generally refers to the procedures used for male pets.

For all single family residential service, the sewer deposit for a ¾" meter is $100.00. This deposit may be waived if you have a good utility credit rating. For residential locations with a 1" or larger meter, or for commercial properties, please contact Utility Customer Service for an amount.

Thin cardboard is basically any type of box. Here are a few examples: cereal boxes, cracker boxes, soda boxes, hamburger helper box, tissue box, toilet tissue roll, paper towel roll, Ziploc bag box, shoe box, or from your office it will be a paper clip box, staple box, binder box, or the back of your memo pad.

To protect the environment and ensure the safety of our residents and employees, the City of Edgewater does not accept household hazardous waste for curbside collection. These items include solvents, paints, auto fluids, household/pool chemicals, or any combustible items. The empty container of these products may be placed with your regular garbage for collection. Paint cans must be empty and completely dried up before disposal.

All pets should be confined or restrained in such a way as to eliminate any possibility of attack or escape during the inspection process.

Garbage collection - Edgewater provides one refuse container/cart for garbage collection per household.  We ask that residents utilize the provided cart to place garbage to the street/curb. If you have excess that will not fit in your provided cart please place additional garbage in plastic bags and or any 20-gallon garbage cans.  Any additional cans used must have handles.

Recycling collection – Please call Environmental Services at 386-424-2400 ext 4007 and request a recycle bin. Each household is allowed two. If you have more recyclable materials than two bins will hold, place in a paper or plastic grocery bag and place near or on top of your bins.

Your garbage is picked up twice weekly – either Monday and Thursday or Tuesday and Friday, depending on your location. Check the Map Here.

Bagged or contained yard waste is collected once weekly on Wednesday, except for holiday weeks.

Loose laying yard waste will be picked up approximately twice a month on a continual route system. Place your loose laying yard waste along street/curb not blocking your mailbox, driveway, drainage swale/ditch area in front of your own home. Please do not make pile larger than 4'x4'x4' any pile over the 4'x4'x4' limit will have an additional charge.

Containers must be out by 7:00 a.m. the day of collection. Containers may be placed to the street/curb the evening before your regular scheduled collection day. All containers must be removed from the street area no later than 11:00 p.m. on your collection day.

As soon as you receive your cart, you can begin using it.

2. Styrofoam meat trays and egg cartons can be returned to Publix for recycling.
3. Cell phones may be dropped off at the Public Works Facility at 409 Mango Tree Drive. It will be sent to the non-profit organization Cell Phone for Soldiers. They recycle the cell phone and buy calling cards for our Soldiers.
4. Rechargeable batteries may be dropped off at the Public Works Facility at 409 Mango Tree Drive. These are recycled through the Rechargeable Battery Recycling Corporation at no cost to the City.
5. Clothing, toys, working appliances, miscellaneous household items you no longer want or need? We suggest you consider alternative ways of disposing of your unwanted items. Remembering that one person's unwanted item is another person's desire.

• Be charitable and donate your useable items to a local thrift store.
• Utilizing your local consignment shop is another great way to dispose of your unwanted items while earning a few dollars at the same time.
•  Some items may be great for nursing homes, schools, and churches.

All waste should be placed alongside the street not blocking your mailbox, driveway, or stormwater swale/ditch area in front of your own home.

The City of Edgewater owns the meter and the backflow prevention assembly as well as the pipes connecting them to our system. The property owner owns from the outside of the backflow prevention assembly into the building or home and is responsible for repair and maintenance.

The reason is two-fold. The first is that the City of Edgewater made a commitment to improve the quality of stormwater discharging into waterways. Stormwater is responsible for about 90% of the heavy metals, sediments, and pollution of the waterways.

The second is that the State of Florida enacted laws regulating stormwater which are reflected in municipal comprehensive plans. These laws include requirements for improving the quality of discharges into waterways.

The City of Edgewater is in the process of replacing all water meters throughout the city.  The meters currently in use are reaching the end of their useful life and are due to be replaced. This process will take several years to complete since all the meters (13,000+) throughout the City were originally installed at approximately the same time.  Along with the meter replacements, the City is also upgrading to the Sensus FlexNet system that will use smart meters and transmitters to send readings on an hourly basis to the Sensus Analytics Software.  This FlexNet communication network will allow the customer to view their consumption history and send alerts to the customer to inform them of any potential leak issues in order to address problems in the field faster and provide better service to our customers.

On a related note, at the January 11, 2021 City Council meeting a local plumber offered private assistance to residents regarding evaluation of their water meters.  The City of Edgewater does not endorse this service by any private plumbing business.  Residents with questions or concerns regarding their water meter or utility bill are encouraged to contact at Customer Service representative at 386-424-2400 x4000 or email customerservice@cityofedgewater.org.

In one way or another, all of us ? including those who do not even have pets are affected by animal overpopulation.

Millions of tax dollars are spent annually to care for lost, abandoned, and unwanted pets. . . and millions more to put to sleep those that were not fortunate enough to find a home.

The health and safety of our communities is another concern. The greater the population of unwanted animals, the greater the incidence of such animal related issues as rabies, dog bites, cat scratches, traffic accidents, and animal abuse.

There will be an additional inspection fee that must be prepaid prior to the re-inspection date.

Yes, both tenants and the property owner (or their designated representative) are encouraged to be present during inspections.  Informational exchanges are critical to the success of the program.

The enforcement of codes is reactive (initiated by a complaint from a community source) and proactive (initiated by the code officer). However, there are a number of violations that are enforced after a complaint is received. These include zoning ordinance violations and nuisance code violations occurring in enclosed rear yards. 

Our goal is to encourage both owners and tenants to voluntarily eliminate any violations that may exist so that Edgewater remains a city in which we can be proud to live. When a code violation is reported, we open a complaint and work toward resolving the violation through a process of education. Continued violations are followed by progressive enforcement which includes citation(s) and a hearing.

Code Enforcement has many methods of initiating contact. The most common tool is a Courtesy Notice or Notice of Violation. This is a hard copy paper that has generic, common violations listed and suggestions on how to resolve the complaint. The individual inspector may add more detailed descriptions of the violation or describe other violations not listed on the form. Inspectors try to make contact with the resident by knocking on the door, ringing the doorbell or by telephone. If there is no answer at the door, a notice or a door hanger may be left at the front door.

A door hanger is another notification tool. This door hanger is used when an investigation is required, and the violation or problem may not be clearly visible to the inspector. The inspector describes the possible problem on the door hanger. Additionally, the inspector’s name and telephone number is listed with a request that you call. Because the violation is not clearly visible and a complaint has been filed, the inspector needs some method of letting the resident know that a possible violation may be on the property. Many times, just talking with the resident will resolve the complaint.

Once a violation has been observed, it is the intent of Code Enforcement to have the resident/property owner come into voluntary compliance. To accomplish this, the resident/property owner normally is given 5-10 days to take whatever action is requested to correct the problem. The inspector does have the choice of requesting correction in fewer days. An example of a quicker correction period would be a vehicle parking on and blocking the public sidewalk. There may be a request to correct the violation within 24 hours.

There are times when voluntary compliance is not achieved. When efforts fail to get compliance, the inspector will begin legal action. Legal action can be started by issuing a citation to the property owner to appeal at a Special Magistrate hearing.

All legal actions are taken against the registered owner of the property.

No. Signs may not be placed in the right of way, medians or on utility poles. That is a violation of state laws and of the City ordinance. They cause a distraction to drivers. They also are a danger for citizens when placing them in high traffic areas and endanger code officers who must remove them.

The carts weigh between 25-40 pounds and have wheels on them to easily move the cart from place to place.

95 gallon = 335 pounds

65 gallon = 240 pounds

35 gallon = 122 pounds

While the carts and can tippers can handle extensive weight, the sanitation workers still have to move the cart to the truck. Please be mindful of the City workers.

Bagging your garbage provides another barrier for sanitation workers who handle the garbage. Bagging your garbage will also keep the can cleaner to prevent attracting bugs, rodents or other animals.

Place the item(s) next to the cart if it will not fit into the cart.

Do not put any hazardous waste, medical waste, paint, auto fluids, household/pool chemicals or any combustible items in your cart. These items are not acceptable to be collected by the City and must be taken directly to the landfill. Empty containers may be placed in your cart.

You should rinse out your cart(s) occasionally using mild detergents. Ammonia cleaners may discourage animals.

A  RESOLUTION  OF  THE  EDGEWATER COMMUNITY REDEVELOPMENT  AGENCY,  EDGEWATER,   FLORIDA; ADOPTING  BUDGET  AMENDMENT  FOR  THE  FISCAL YEAR 2018—2019 AND PROVIDING AN EFFECTIVE DATE.

WHEREAS, on September 10, 2018 the Edgewater Community Redevelopment Agency (Edgewater CRA) adopted an operating budget for Fiscal Year 2018-2019 pursuant to Resolution No. 2018-CRA-0l; and,    WHEREAS, during the May 6, 2019 City Council meeting, Council verbally approved a mid-year budget amendment to the CRA Budget. WHEREAS, the Edgewater CRA budget amendments decreased revenues and expenditures in total pursuant to itemizations contained in Exhibit "A" which are attached hereto and incorporated herein; and,       WHEREAS, the budget amendments   allow the   City of Edgewater Community Redevelopment Agency (Edgewater CRA) to adjust the Fiscal Year 2018-2019 budget; NOW, THEREFORE, be it resolved by the Community Redevelopment Agency of the City of Edgewater, Florida as follows:

Section 1.       Authority. The Edgewater CRA has the authority to adopt this Resolution pursuant to the Special District Act.

Section 2.       August 2019 Budget Adjustment. The governing body of the Edgewater

CRA  amends the Fiscal  Year 2018-2019  budget  by  revising the  budget  in total  pursuant to itemizations contained in Exhibit "A" which is attached hereto and incorporated herein .

Section 3.       Effective Date. This resolution shall take effect upon adoption.

•Neutered pets are more loving and better tempered pets.

•Neutered cats are less likely to mark their territory (or spray).

•A spayed female doesn't have estrus (or heat cycles). The estrus cycle happens about twice a year for dogs and three or more times a year for cats. It can last for six or more days and often results in a distracted, nervous female??who may cry or howl??and numerous unwanted male visitors.

•Neutered pets are less likely to bite. While neutering isn't a cure for all behavior problems, in combination with training it can mean drastic changes in a pet' s behavior, almost always for the better.

•Male dogs or cats who are neutered are much less likely to run away or get into fights.

Rotary Park has a designated Dog Park. Parks located on Riverside Drive are accessible by pet owners, with the requirement the dog must be on a leash.

It is the policy of the Edgewater Police Department that enforcement profiling is prohibited in conducting traffic and/or field contacts, asset seizure, and forfeiture efforts or any other law enforcement activities pursuant to F.S.S. 166.0493.

It is the responsibility of the Edgewater Police department to conduct patrol operations in a proactive manner, to aggressively investigate suspicious persons and circumstances, and to actively enforce the motor vehicle laws of the State of Florida, while insisting that citizens will only be stopped or detained when there exists reasonable suspicion to believe they have committed, are committing, or are about to commit, an infraction or violation of the law.

It is the policy of this department to provide citizens with the highest degree of law enforcement services, regardless of race, ethnic origin, gender, age, income status, sexual orientation, and religious or political affiliation.

A fundamental right guaranteed by the Constitution of the United States to all who live in this nation is the right to equal protection under the law. Along with this right is the fundamental right to be free from unreasonable searches and seizures by government agencies. Citizens are free to walk and drive our streets, highways, and other public places without police interference so long as they obey the law. They are also entitled to be free from crime, and from the depredations of criminals, and to remain safe from the actions of reckless and careless drivers.

The Edgewater Police Department is charged with protecting these rights for all, regardless of race, color, ethnicity, gender, sexual orientation, religious or political affiliation, physical handicap or other belief system.

This policy is intended to assist the officers of the Edgewater Police Department in accomplishing this mission in a way that respects the dignity of all persons, and yet sends a strong deterrent message to actual and potential violators that if a law is violated, a police encounter will follow.

Although we do not have a method of accepting payment by phone, you are able to pay for a permit through our website. If you go to "Schedule an Inspection" under 'Building & Permitting', you can enter in your permit number and make a payment with a credit card. Who will take care of all these dogs and cats? It's not just a problem of too many -- each pet is an individual life.

Today, the department continues to operate a combination department with 28 career personnel and many volunteers, which makeup three divisions. The Operations Division is balanced in three platoons of firefighters that work shift work of on-duty for 24 hours and then off-duty for 48 hours. The three platoons staff two stations and respond to emergency and non-emergency request for service calls. The Life Safety Division is comprised of the fire marshal, who coordinates the fire prevention aspect of the fire service. Code Enforcement and Animal Services makeup the Community Services Division. A very active not-for-profit auxiliary that is made up of departmental members as well as their family members and other residents that want to support their community fire department also support the Department.

The auxiliary is incorporated as a not-for-profit organization and is commonly referred to as the Association. Along with fund-raising activities, the association sponsors many little league sports teams and supports the community through various activities. The association has also assisted in the coordination of the annual Fourth of July festivities for community for over 50 years. The association also garnishes support to the Operations Division by the provision of support personnel to do non-emergency tasks on large incidents and at trainings.

The Edgewater Fire Department has advanced a long way from a police chief carrying water tanks in the trunk of his patrol car responding to five brush fires per year, into a well-organized combination department responding to an average of 2,700 incidents annually. Not only has the department increased its call volume, it also has expanded the level of service to provide emergency medical services, hazardous materials response fire suppression, business inspections, emergency management, water rescue and a variety of public education courses including cardio-pulmonary resuscitation, first aid and baby-sitter courses. The department also manages all aspects of code enforcement and animal services.

The department continues to pride itself on providing very cost effective services while assuring that the level of service or the customer service is never below the expectations of the community. As the department continues to plan for the future, the community can expect continuous expansion of the services that are offered to the citizens. The present goals will guide the department towards the ability to provide ambulance transport for the residents, increased working relationships with neighboring communities and additional home healthcare services delivered to patients confined to their homes.

All cardboard, thin or corrugated MUST be flattened and placed in or under the bin. There is no need to cut the cardboard if it is too large for the collection truck they will leave it and have another truck collect it.

In order to allow our employees an opportunity to spend holidays with their families, there are certain holidays that the City of Edgewater does not have collection services. Recycling schedules will follow City's schedules. Holidays observed are as follows:

Yes, the Residential Housing Rental program requires an inspection of both the interior and exterior of each unit on the property. 

Place these items out to the street/curb for Wednesday collection by 7:00am. Appliances will NOT be picked up during holiday weeks. If the garbage truck does not collect the items, you will be placed on a list for collection within a few days. Leave these items out for collection. If brought back to your house you may miss the collection. Tires are limited to four (4) per household, per year.

Pool fills do not qualify for a high consumption water credit, although you may qualify for a sewer credit. Contact your sewer company, in writing or fill out a water adjustment form, or fill out our new Online Adjustment Form to request a sewer credit. Please include the date the pool was filled.

Once the Business Tax Receipt is submitted, the property owner or representative will be contacted to set up the inspection. Inspections will be done by appointment only. After the property inspection is complete and the property is in compliance, the property owner will pay for the Certificate of Use.

Each inspection will vary according to the individual property; however, one should set aside a minimum of one hour for a single family residence.  This is only an average.

The property owner or representative will be given adequate time to correct violations noted.  The time allotted for correction will be at the inspector’s discretion, based on the nature and severity of the violation.

The City bills on a monthly basis. Payment is due within 20 days from the Statement date. If that date falls on a weekend or holiday, the due date will be moved to the next business day.

Once a citation is written, it is forwarded to the Clerk of Court the next business day. If you disagree with the ticket, you can challenge it in court. Personal options are listed on the citation or access the Clerk's Website. Nobody in the police department, including the Chief of Police, has authority to dismiss, change or withhold prosecution of a ticket.

Edgewater Police Department offers our citizens the service of placing their homes on Vacation House Watch lists. Our volunteers (C.A.P.S – Citizens Assisting Police) make frequent neighborhood patrol checks and will physically check your home in your absence. The form can be Downloaded Here or picked up from the lobby of Edgewater Police Department, 135 E. Park Ave during normal business hours. C.A.P.S is a self-supporting volunteer division of the Edgewater Police Department and this is just one of their free services provided, however, donations are always appreciated and welcomed.

To reinstate service, your entire past due balance plus the $35 Disconnection Fee must be paid. Payment may be made with your Debit/Credit/Check on our web page, by phone through our automated phone system (credit/ Debit only), or by visiting our office in City Hall (all forms of payment accepted). To ensure that your turn on is processed in a timely manner you must speak to a Utility Customer Service Representative and inform them that your water has been turned off for non-payment and you have made payment. If payment is made by 3:30pm, your water will be restored the same day.

NOTE: A $35.00 non-payment fee will be charged to your account 30 days after the statement date. If the City has to go to your house for a second turn off after the first shut-off there will be a 2nd Shut-off fee added to your account. 

In April of 1948 Fire Chief Cannon became ill and Elmer Bane was appointed acting Chief. Bane served as acting chief until October when he was elected chief and then served until 1952. The firemen were notified of fire by a siren that was installed on a pole at the corner of Park Avenue, which was located in the center of town. When there was a fire, one of the volunteer firemen that lived next to the siren would blow it. A shed to store their first fire truck an American LaFrance was constructed on Park Avenue where the water department is currently located. The shed was constructed by the firemen on evenings and weekends.

In 1948 the department had responded to five fire calls and conducted drills once a month. By 1951, the department responded to 26 fires. Because of the number of brush fires in the area, the year 1952 brought about some changes. Chief Banes wanted to purchase a unit with the capability of pumping from the front. When the department bought a new 1950 Seagrave Engine despite his protests, he, along with several members, quit in April of 1952.

In 1953, the men started a dues assessment on themselves to raise funds to purchase another fire truck. A used truck was purchased and fitted with a custom built tank. A pump and booster hose was then added. Later, 1 1/2 fire hose was purchased and installed. All of this was done by volunteers without assistance from the city. Meanwhile, the wives of the firemen formed the auxiliary to the department in 1953.

In 1957, a Board of Governors was installed by the Town Council to run the community center. The department assisted the board in the selling of raffle tickets to be used to purchase air conditioners for the center. The first Little Miss Edgewater contest was held at the community center on July 4, 1957, and was later changed to include Little Master.

In 1965 a new Class A Pumper was purchased for the department. Once the new apparatus was placed into service, the old Seagrave was retired from service. By the late ‘60s, the department again started to experience growing pains and plans were formulated for a new firehouse. Property was purchased further south - closer to the center of the shifting population. Ground was broken in 1972 and many hours by the volunteers were dedicated to the design and construction of the new larger firehouse. The volunteer firemen and their families again constructed the firehouse. The department moved to the new location in 1973. The apparatus bay of the old fire station became a storage facility for two years until the city remodeled it into a police station, which moved the police department out of City Hall. The old meeting room was turned over to the newly formed Edgewater Volunteer Emergency Rescue (EVER) department, which formed in 1975. EVER remained in the old firehouse until 1981 when the Edgewater Rotary built a new building next to the new firehouse. Then the police department used the old firehouse as their sole facility until the late ‘80s.

In 1976, the increase in brush fires lead to the purchase of a four-wheel drive truck, which was accommodated with a 200-gallon tank with a pump and a booster reel that was donated to the department by a local widowed doctor’s wife. Later in the year a mutual aid pact was signed with the Division of Forestry Services and the fire department received a used 500-gallon tanker in return. One of Edgewater’s largest structure fires took place in November of 1976 and started the workings of a countywide mutual aid agreement. This fire destroyed Coronado Paint Company, which was one of Edgewater’s largest manufacturing businesses and brought units from as far as Brevard County and the Kennedy Space Center. An incident of this magnitude proved multi-jurisdictional fire departments could work well together and initiated a mutual pact for all of Volusia County.

Fire Station #2 was completed in 1981 and housed additional brush trucks and apparatus purchased by the county to fulfill the agreement. The station was the fourth fire station that the volunteer firemen and their families had constructed for the city. That year continued to test the mutual aid agreement with large brush fires, including one in June. This fire was started by lightning in the Crane Swamp area west of Edgewater and burned for three months. The State Forestry took command, but many hours were spent by Edgewater’s volunteer firemen assisting with extinguishing the fire.

At the end of 1989, the fire department and the rescue department were joined together. Beforehand, they were completely separate with many members serving on both departments. In November of 1989, the city hired its first paid fire department members to create a combination career and volunteer department. The first hiring consisted of a fire chief and a lieutenant who were directed to hire an inspector and three additional firefighters. All staff members, with the exception of the fire chief, were hired from the volunteers. This made the department transition easier. The career members were scheduled to cover daytime hours during the week when the volunteer response was low due to the volunteers working regular jobs.

By 1995 the city continued to grow, as did the number of emergency incidents. Since the majority of the incidents were medical in nature and most of them required advanced life support, the city had decided to enhance the services with the addition of paramedics. With several members already having completed their paramedic training it was only a matter of obtaining appropriate equipment and licensing. The department identified the task as one of their goals and later began offering the enhanced services to the community on Dec. 25, 1995.

In 2001 the department experienced another transition as the city manager had initiated some reorganization and placed the Code Enforcement and Animal Services into the department. The additional responsibilities required the department to create another division in order to supervise these services. The Division of Community Services was created and was supervised by the fire marshal.

Residential rental property includes single-family dwellings, duplexes, apartments, town homes and condominiums which are leased, rented or occupied by a person or person other than the owner.

You should receive your bill around the same time every month. You may call the Utility Customer Service office at (386) 424-2400 Ext. 4000 to get your balance for payment. You may also access the automatic phone feature (386) 427-3279. Failure to receive your bill will not avoid disconnection of service.

You will be required to have one Business Tax Receipt and a Certificate of Use for each dwelling unit you own.

It's just what it sounds like: the water is flowing in the opposite direction from its normal flow. With the direction of flow reversed due to a change in pressures, backflow can allow contaminants to enter our drinking water system through cross-connections.

A potentially hazardous cross-connection occurs every time someone uses a garden hose sprayer to apply insecticides or herbicides to their lawn. Another cross-connection occurs when someone uses their garden hose to clear a stoppage in their sewer line.

Without a backflow prevention assembly between your hose and hose bibb (spigot or outside faucet), the contents of the hose and anything it is connected to can backflow into the piping system and contaminate your drinking water.

This hazardous situation can affect more than a single home. In 1977, an entire town in North Dakota had to be rationed drinking water from National Guard water trucks while the town's water distribution system was flushed and disinfected following contamination by DDT. Investigation determined that two residents spraying DDT had made direct cross-connections to their homes. A backflow condition had occurred, sucking the DDT through the home piping systems and out into the town's water distribution system.

Backflows due to cross-connections are serious plumbing problems. They can cause sickness and even death. However, they can be avoided by the use of proper backflow prevention assemblies. Each spigot at your home should have a hose bibb vacuum breaker installed. This is a simple, inexpensive assembly which can be purchased at any plumbing or hardware store. Installation is as easy as attaching your garden hose to a spigot.

Are you unknowingly exposing your family to potentially harmful bacteria and viruses?

The City of Edgewater provides a monthly utility bill.  It is often confused as a “water bill” when it is compared to other nearby communities’ monthly water bills. Your monthly utility bill is all inclusive (water, sewer, stormwater, garbage and recycling). In other cities many of these services are billed separately through annual tax assessment.

Beginning October 1, 2023 there is scheduled to be an increase (once approved by City Council) of fees for Water, Sewer, Stormwater and Solid Waste (Refuse and Recycling).  For households that use an average of 3,000 gallons per month, this means an increase of $.85 for Water, $.09 for Utility Tax (10% of Water) and $1.62 for Sewer per month. The Stormwater increases by $.50 per month with a Solid Waste (Recycling) increase of $.52 per month and Solid Waste (Refuse) increasing by $2.10 per month.

The funds derived from utility bills support projects crucial to the environment and utility infrastructure of the City such as:

• Expansion of reclaim water lines to provide reclaim irrigation water to other areas of the community, reducing discharge to the Indian River Lagoon
• Lining of older sewer lines to reduce rain water intrusion into the sewer system
• Routine repair and maintenance to the utility infrastructure
• Improved maintenance and cleaning of the storm water conveyance system with specialized equipment
• Future replacement of the Public Works facility
• Reasonable Assurance Plan improvement projects to clean storm water before it discharges to the Indian River or Hammock recharge area as required by the Florida Department of Environmental Protection
• Replacement of older water lines for increased pressure and water quality
• Stormwater quality projects to reduce nutrients in rainwater runoff in accordance with the cooperative reasonable assurance plan

Sometimes referred to as "altering", spaying and neutering are ways of providing birth control for dogs and cats by removing their reproductive organs, therefore preventing them from having litters of puppies or kittens. Spaying is the procedure used for female pets, and neutering generally refers to the procedures used for male pets.

For all single family residential service, the sewer deposit for a ¾" meter is $100.00. This deposit may be waived if you have a good utility credit rating. For residential locations with a 1" or larger meter, or for commercial properties, please contact Utility Customer Service for an amount.

Thin cardboard is basically any type of box. Here are a few examples: cereal boxes, cracker boxes, soda boxes, hamburger helper box, tissue box, toilet tissue roll, paper towel roll, Ziploc bag box, shoe box, or from your office it will be a paper clip box, staple box, binder box, or the back of your memo pad.

To protect the environment and ensure the safety of our residents and employees, the City of Edgewater does not accept household hazardous waste for curbside collection. These items include solvents, paints, auto fluids, household/pool chemicals, or any combustible items. The empty container of these products may be placed with your regular garbage for collection. Paint cans must be empty and completely dried up before disposal.

All pets should be confined or restrained in such a way as to eliminate any possibility of attack or escape during the inspection process.

Garbage collection - Edgewater provides one refuse container/cart for garbage collection per household.  We ask that residents utilize the provided cart to place garbage to the street/curb. If you have excess that will not fit in your provided cart please place additional garbage in plastic bags and or any 20-gallon garbage cans.  Any additional cans used must have handles.

Recycling collection – Please call Environmental Services at 386-424-2400 ext 4007 and request a recycle bin. Each household is allowed two. If you have more recyclable materials than two bins will hold, place in a paper or plastic grocery bag and place near or on top of your bins.

Your garbage is picked up twice weekly – either Monday and Thursday or Tuesday and Friday, depending on your location. Check the Map Here.

Bagged or contained yard waste is collected once weekly on Wednesday, except for holiday weeks.

Loose laying yard waste will be picked up approximately twice a month on a continual route system. Place your loose laying yard waste along street/curb not blocking your mailbox, driveway, drainage swale/ditch area in front of your own home. Please do not make pile larger than 4'x4'x4' any pile over the 4'x4'x4' limit will have an additional charge.

Containers must be out by 7:00 a.m. the day of collection. Containers may be placed to the street/curb the evening before your regular scheduled collection day. All containers must be removed from the street area no later than 11:00 p.m. on your collection day.

As soon as you receive your cart, you can begin using it.

Mosquito Control is managed by the County of Volusia.  More information can be obtained by calling 386-424-2920 or on their website.

Birth and death certificates can be obtained from the Volusia County Health Department located at 845 Holsenback Drive, Daytona Beach.  They can be reached at 386-276-0614. 

Wills are recorded with the Probate Office in Deland.  They can be reached at 386-257-6000.

Marriage licenses can be obtained from the Volusia County Clerk of Court. They can be reached at 386-423-3304.

1. Plastic bags should be returned to your local grocery store for recycling.
2. Styrofoam meat trays and egg cartons can be returned to Publix for recycling.
3. Cell phones may be dropped off at the Public Works Facility at 409 Mango Tree Drive. It will be sent to the non-profit organization Cell Phone for Soldiers. They recycle the cell phone and buy calling cards for our Soldiers.
4. Rechargeable batteries may be dropped off at the Public Works Facility at 409 Mango Tree Drive. These are recycled through the Rechargeable Battery Recycling Corporation at no cost to the City.
5. Clothing, toys, working appliances, miscellaneous household items you no longer want or need? We suggest you consider alternative ways of disposing of your unwanted items. Remembering that one person's unwanted item is another person's desire.

• Be charitable and donate your useable items to a local thrift store.
• Utilizing your local consignment shop is another great way to dispose of your unwanted items while earning a few dollars at the same time.
•  Some items may be great for nursing homes, schools, and churches.

All waste should be placed alongside the street not blocking your mailbox, driveway, or stormwater swale/ditch area in front of your own home.

The City of Edgewater owns the meter and the backflow prevention assembly as well as the pipes connecting them to our system. The property owner owns from the outside of the backflow prevention assembly into the building or home and is responsible for repair and maintenance.

The reason is two-fold. The first is that the City of Edgewater made a commitment to improve the quality of stormwater discharging into waterways. Stormwater is responsible for about 90% of the heavy metals, sediments, and pollution of the waterways.

The second is that the State of Florida enacted laws regulating stormwater which are reflected in municipal comprehensive plans. These laws include requirements for improving the quality of discharges into waterways.

The City of Edgewater is in the process of replacing all water meters throughout the city.  The meters currently in use are reaching the end of their useful life and are due to be replaced. This process will take several years to complete since all the meters (13,000+) throughout the City were originally installed at approximately the same time.  Along with the meter replacements, the City is also upgrading to the Sensus FlexNet system that will use smart meters and transmitters to send readings on an hourly basis to the Sensus Analytics Software.  This FlexNet communication network will allow the customer to view their consumption history and send alerts to the customer to inform them of any potential leak issues in order to address problems in the field faster and provide better service to our customers.

On a related note, at the January 11, 2021 City Council meeting a local plumber offered private assistance to residents regarding evaluation of their water meters.  The City of Edgewater does not endorse this service by any private plumbing business.  Residents with questions or concerns regarding their water meter or utility bill are encouraged to contact at Customer Service representative at 386-424-2400 x4000 or email customerservice@cityofedgewater.org.

In one way or another, all of us ? including those who do not even have pets are affected by animal overpopulation.

Millions of tax dollars are spent annually to care for lost, abandoned, and unwanted pets. . . and millions more to put to sleep those that were not fortunate enough to find a home.

The health and safety of our communities is another concern. The greater the population of unwanted animals, the greater the incidence of such animal related issues as rabies, dog bites, cat scratches, traffic accidents, and animal abuse.

There will be an additional inspection fee that must be prepaid prior to the re-inspection date.

Yes, both tenants and the property owner (or their designated representative) are encouraged to be present during inspections.  Informational exchanges are critical to the success of the program.

The enforcement of codes is reactive (initiated by a complaint from a community source) and proactive (initiated by the code officer). However, there are a number of violations that are enforced after a complaint is received. These include zoning ordinance violations and nuisance code violations occurring in enclosed rear yards. 

Our goal is to encourage both owners and tenants to voluntarily eliminate any violations that may exist so that Edgewater remains a city in which we can be proud to live. When a code violation is reported, we open a complaint and work toward resolving the violation through a process of education. Continued violations are followed by progressive enforcement which includes citation(s) and a hearing.

Code Enforcement has many methods of initiating contact. The most common tool is a Courtesy Notice or Notice of Violation. This is a hard copy paper that has generic, common violations listed and suggestions on how to resolve the complaint. The individual inspector may add more detailed descriptions of the violation or describe other violations not listed on the form. Inspectors try to make contact with the resident by knocking on the door, ringing the doorbell or by telephone. If there is no answer at the door, a notice or a door hanger may be left at the front door.

A door hanger is another notification tool. This door hanger is used when an investigation is required, and the violation or problem may not be clearly visible to the inspector. The inspector describes the possible problem on the door hanger. Additionally, the inspector’s name and telephone number is listed with a request that you call. Because the violation is not clearly visible and a complaint has been filed, the inspector needs some method of letting the resident know that a possible violation may be on the property. Many times, just talking with the resident will resolve the complaint.

Once a violation has been observed, it is the intent of Code Enforcement to have the resident/property owner come into voluntary compliance. To accomplish this, the resident/property owner normally is given 5-10 days to take whatever action is requested to correct the problem. The inspector does have the choice of requesting correction in fewer days. An example of a quicker correction period would be a vehicle parking on and blocking the public sidewalk. There may be a request to correct the violation within 24 hours.

There are times when voluntary compliance is not achieved. When efforts fail to get compliance, the inspector will begin legal action. Legal action can be started by issuing a citation to the property owner to appeal at a Special Magistrate hearing.

All legal actions are taken against the registered owner of the property.

            WHEREAS, The Edgewater Community Redevelopment Agency (Edgewater CRA) was created pursuant to Chapter 163, Part III, Florida Statutes (the “Community Redevelopment Act”) establishing the conditions and procedures for the establishment of community redevelopment areas and agencies; and,

            WHEREAS, the Edgewater CRA is a dependent special district under Chapter 189, Florida Statues (2006), known as the Uniform Special District Accountability Act (the “Special District Act”); and, 

            WHEREAS, the Special District Act requires all special districts, including dependent special districts, such as the Edgewater CRA, to adopt a budget for each fiscal year by resolution;  

NOW, THEREFORE, be it resolved by the Community Redevelopment Agency of the City of Edgewater, Florida as follows:

            Section 1.        Authority. The Edgewater CRA has the authority to adopt this Resolution pursuant to the Special District Act.

            Section 2.        Adoption of Budget. The governing body of the Edgewater CRA does hereby approve and adopt a Revised Budget for the Edgewater CRA for Fiscal Year 2019 – 2020. A copy of the budget is attached hereto and incorporated herein as Exhibit “A”.

            Section 3.        Severability. If any section, subsection, sentence, clause, phrase or portion of this Resolution is for any reason held invalid or unconstitutional by any court of competent jurisdiction, such portion shall be deemed a separate, distinct and independent provision and such holding shall not affect the validity of the remaining potion hereto.

            Section 4.        Effective Date. This resolution shall take effect upon adoption.

No. Signs may not be placed in the right of way, medians or on utility poles. That is a violation of state laws and of the City ordinance. They cause a distraction to drivers. They also are a danger for citizens when placing them in high traffic areas and endanger code officers who must remove them.

The carts weigh between 25-40 pounds and have wheels on them to easily move the cart from place to place.

95 gallon = 335 pounds

65 gallon = 240 pounds

35 gallon = 122 pounds

While the carts and can tippers can handle extensive weight, the sanitation workers still have to move the cart to the truck. Please be mindful of the City workers.

Bagging your garbage provides another barrier for sanitation workers who handle the garbage. Bagging your garbage will also keep the can cleaner to prevent attracting bugs, rodents or other animals.

Place the item(s) next to the cart if it will not fit into the cart.

Do not put any hazardous waste, medical waste, paint, auto fluids, household/pool chemicals or any combustible items in your cart. These items are not acceptable to be collected by the City and must be taken directly to the landfill. Empty containers may be placed in your cart.

You should rinse out your cart(s) occasionally using mild detergents. Ammonia cleaners may discourage animals. 

Yes. Twice a week pickup of household garbage will continue.

There should be a cart at the residence. Carts have serial numbers on them and are to remain at the same residence. If your residence is a newly built residence, when you set up your utility account with customer service you will be asked what size cart you prefer and a service order will be sent to Environmental Services to have your cart delivered.

•Neutered pets are more loving and better tempered pets.

•Neutered cats are less likely to mark their territory (or spray).

•A spayed female doesn't have estrus (or heat cycles). The estrus cycle happens about twice a year for dogs and three or more times a year for cats. It can last for six or more days and often results in a distracted, nervous female??who may cry or howl??and numerous unwanted male visitors.

•Neutered pets are less likely to bite. While neutering isn't a cure for all behavior problems, in combination with training it can mean drastic changes in a pet' s behavior, almost always for the better.

•Male dogs or cats who are neutered are much less likely to run away or get into fights.

It is the policy of the Edgewater Police Department that enforcement profiling is prohibited in conducting traffic and/or field contacts, asset seizure, and forfeiture efforts or any other law enforcement activities pursuant to F.S.S. 166.0493.

It is the responsibility of the Edgewater Police department to conduct patrol operations in a proactive manner, to aggressively investigate suspicious persons and circumstances, and to actively enforce the motor vehicle laws of the State of Florida, while insisting that citizens will only be stopped or detained when there exists reasonable suspicion to believe they have committed, are committing, or are about to commit, an infraction or violation of the law.

It is the policy of this department to provide citizens with the highest degree of law enforcement services, regardless of race, ethnic origin, gender, age, income status, sexual orientation, and religious or political affiliation.

A fundamental right guaranteed by the Constitution of the United States to all who live in this nation is the right to equal protection under the law. Along with this right is the fundamental right to be free from unreasonable searches and seizures by government agencies. Citizens are free to walk and drive our streets, highways, and other public places without police interference so long as they obey the law. They are also entitled to be free from crime, and from the depredations of criminals, and to remain safe from the actions of reckless and careless drivers.

The Edgewater Police Department is charged with protecting these rights for all, regardless of race, color, ethnicity, gender, sexual orientation, religious or political affiliation, physical handicap or other belief system.

This policy is intended to assist the officers of the Edgewater Police Department in accomplishing this mission in a way that respects the dignity of all persons, and yet sends a strong deterrent message to actual and potential violators that if a law is violated, a police encounter will follow.

Although we do not have a method of accepting payment by phone, you are able to pay for a permit through our website. If you go to "Schedule an Inspection" under 'Building & Permitting', you can enter in your permit number and make a payment with a credit card. We accept Visa, MasterCard, Discover and American Express. If you are making a payment in person we also accept cash and checks.

Who will take care of all these dogs and cats? It's not just a problem of too many -- each pet is an individual life.

Today, the department continues to operate a combination department with 28 career personnel and many volunteers, which makeup three divisions. The Operations Division is balanced in three platoons of firefighters that work shift work of on-duty for 24 hours and then off-duty for 48 hours. The three platoons staff two stations and respond to emergency and non-emergency request for service calls. The Life Safety Division is comprised of the fire marshal, who coordinates the fire prevention aspect of the fire service. Code Enforcement and Animal Services makeup the Community Services Division. A very active not-for-profit auxiliary that is made up of departmental members as well as their family members and other residents that want to support their community fire department also support the Department.

The auxiliary is incorporated as a not-for-profit organization and is commonly referred to as the Association. Along with fund-raising activities, the association sponsors many little league sports teams and supports the community through various activities. The association has also assisted in the coordination of the annual Fourth of July festivities for community for over 50 years. The association also garnishes support to the Operations Division by the provision of support personnel to do non-emergency tasks on large incidents and at trainings.

The Edgewater Fire Department has advanced a long way from a police chief carrying water tanks in the trunk of his patrol car responding to five brush fires per year, into a well-organized combination department responding to an average of 2,700 incidents annually. Not only has the department increased its call volume, it also has expanded the level of service to provide emergency medical services, hazardous materials response fire suppression, business inspections, emergency management, water rescue and a variety of public education courses including cardio-pulmonary resuscitation, first aid and baby-sitter courses. The department also manages all aspects of code enforcement and animal services.

The department continues to pride itself on providing very cost effective services while assuring that the level of service or the customer service is never below the expectations of the community. As the department continues to plan for the future, the community can expect continuous expansion of the services that are offered to the citizens. The present goals will guide the department towards the ability to provide ambulance transport for the residents, increased working relationships with neighboring communities and additional home healthcare services delivered to patients confined to their homes.

All cardboard, thin or corrugated MUST be flattened and placed in or under the bin. There is no need to cut the cardboard if it is too large for the collection truck they will leave it and have another truck collect it.

In order to allow our employees an opportunity to spend holidays with their families, there are certain holidays that the City of Edgewater does not have collection services. Recycling schedules will follow City's schedules. Holidays observed are as follows:

Yes, the Residential Housing Rental program requires an inspection of both the interior and exterior of each unit on the property. 

Place these items out to the street/curb for Wednesday collection by 7:00am. Appliances will NOT be picked up during holiday weeks. If the garbage truck does not collect the items, you will be placed on a list for collection within a few days. Leave these items out for collection. If brought back to your house you may miss the collection. Tires are limited to four (4) per household, per year.

Pool fills do not qualify for a high consumption water credit, although you may qualify for a sewer credit. Contact your sewer company, in writing or fill out a water adjustment form, or fill out our new Online Adjustment Form to request a sewer credit. Please include the date the pool was filled.

Once the Business Tax Receipt is submitted, the property owner or representative will be contacted to set up the inspection. Inspections will be done by appointment only. After the property inspection is complete and the property is in compliance, the property owner will pay for the Certificate of Use.

Each inspection will vary according to the individual property; however, one should set aside a minimum of one hour for a single family residence.  This is only an average.

The property owner or representative will be given adequate time to correct violations noted.  The time allotted for correction will be at the inspector’s discretion, based on the nature and severity of the violation.

The City bills on a monthly basis. Payment is due within 20 days from the Statement date. If that date falls on a weekend or holiday, the due date will be moved to the next business day.

Once a citation is written, it is forwarded to the Clerk of Court the next business day. If you disagree with the ticket, you can challenge it in court. Personal options are listed on the citation or access the Clerk's Website. Nobody in the police department, including the Chief of Police, has authority to dismiss, change or withhold prosecution of a ticket.

Edgewater Police Department offers our citizens the service of placing their homes on Vacation House Watch lists. Our volunteers (C.A.P.S – Citizens Assisting Police) make frequent neighborhood patrol checks and will physically check your home in your absence. The form can be Downloaded Here or picked up from the lobby of Edgewater Police Department, 135 E. Park Ave during normal business hours. C.A.P.S is a self-supporting volunteer division of the Edgewater Police Department and this is just one of their free services provided, however, donations are always appreciated and welcomed.

To reinstate service, your entire past due balance plus the $35 Disconnection Fee must be paid. Payment may be made with your Debit/Credit/Check on our web page, by phone through our automated phone system (credit/ Debit only), or by visiting our office in City Hall (all forms of payment accepted). To ensure that your turn on is processed in a timely manner you must speak to a Utility Customer Service Representative and inform them that your water has been turned off for non-payment and you have made payment. If payment is made by 3:30pm, your water will be restored the same day.

NOTE: A $35.00 non-payment fee will be charged to your account 30 days after the statement date. If the City has to go to your house for a second turn off after the first shut-off there will be a 2nd Shut-off fee added to your account. 

In April of 1948 Fire Chief Cannon became ill and Elmer Bane was appointed acting Chief. Bane served as acting chief until October when he was elected chief and then served until 1952. The firemen were notified of fire by a siren that was installed on a pole at the corner of Park Avenue, which was located in the center of town. When there was a fire, one of the volunteer firemen that lived next to the siren would blow it. A shed to store their first fire truck an American LaFrance was constructed on Park Avenue where the water department is currently located. The shed was constructed by the firemen on evenings and weekends.

In 1948 the department had responded to five fire calls and conducted drills once a month. By 1951, the department responded to 26 fires. Because of the number of brush fires in the area, the year 1952 brought about some changes. Chief Banes wanted to purchase a unit with the capability of pumping from the front. When the department bought a new 1950 Seagrave Engine despite his protests, he, along with several members, quit in April of 1952.

In 1953, the men started a dues assessment on themselves to raise funds to purchase another fire truck. A used truck was purchased and fitted with a custom built tank. A pump and booster hose was then added. Later, 1 1/2 fire hose was purchased and installed. All of this was done by volunteers without assistance from the city. Meanwhile, the wives of the firemen formed the auxiliary to the department in 1953.

In 1957, a Board of Governors was installed by the Town Council to run the community center. The department assisted the board in the selling of raffle tickets to be used to purchase air conditioners for the center. The first Little Miss Edgewater contest was held at the community center on July 4, 1957, and was later changed to include Little Master.

In 1965 a new Class A Pumper was purchased for the department. Once the new apparatus was placed into service, the old Seagrave was retired from service. By the late ‘60s, the department again started to experience growing pains and plans were formulated for a new firehouse. Property was purchased further south - closer to the center of the shifting population. Ground was broken in 1972 and many hours by the volunteers were dedicated to the design and construction of the new larger firehouse. The volunteer firemen and their families again constructed the firehouse. The department moved to the new location in 1973. The apparatus bay of the old fire station became a storage facility for two years until the city remodeled it into a police station, which moved the police department out of City Hall. The old meeting room was turned over to the newly formed Edgewater Volunteer Emergency Rescue (EVER) department, which formed in 1975. EVER remained in the old firehouse until 1981 when the Edgewater Rotary built a new building next to the new firehouse. Then the police department used the old firehouse as their sole facility until the late ‘80s.

In 1976, the increase in brush fires lead to the purchase of a four-wheel drive truck, which was accommodated with a 200-gallon tank with a pump and a booster reel that was donated to the department by a local widowed doctor’s wife. Later in the year a mutual aid pact was signed with the Division of Forestry Services and the fire department received a used 500-gallon tanker in return. One of Edgewater’s largest structure fires took place in November of 1976 and started the workings of a countywide mutual aid agreement. This fire destroyed Coronado Paint Company, which was one of Edgewater’s largest manufacturing businesses and brought units from as far as Brevard County and the Kennedy Space Center. An incident of this magnitude proved multi-jurisdictional fire departments could work well together and initiated a mutual pact for all of Volusia County.

Fire Station #2 was completed in 1981 and housed additional brush trucks and apparatus purchased by the county to fulfill the agreement. The station was the fourth fire station that the volunteer firemen and their families had constructed for the city. That year continued to test the mutual aid agreement with large brush fires, including one in June. This fire was started by lightning in the Crane Swamp area west of Edgewater and burned for three months. The State Forestry took command, but many hours were spent by Edgewater’s volunteer firemen assisting with extinguishing the fire.

At the end of 1989, the fire department and the rescue department were joined together. Beforehand, they were completely separate with many members serving on both departments. In November of 1989, the city hired its first paid fire department members to create a combination career and volunteer department. The first hiring consisted of a fire chief and a lieutenant who were directed to hire an inspector and three additional firefighters. All staff members, with the exception of the fire chief, were hired from the volunteers. This made the department transition easier. The career members were scheduled to cover daytime hours during the week when the volunteer response was low due to the volunteers working regular jobs.

By 1995 the city continued to grow, as did the number of emergency incidents. Since the majority of the incidents were medical in nature and most of them required advanced life support, the city had decided to enhance the services with the addition of paramedics. With several members already having completed their paramedic training it was only a matter of obtaining appropriate equipment and licensing. The department identified the task as one of their goals and later began offering the enhanced services to the community on Dec. 25, 1995.

In 2001 the department experienced another transition as the city manager had initiated some reorganization and placed the Code Enforcement and Animal Services into the department. The additional responsibilities required the department to create another division in order to supervise these services. The Division of Community Services was created and was supervised by the fire marshal.

Residential rental property includes single-family dwellings, duplexes, apartments, town homes and condominiums which are leased, rented or occupied by a person or person other than the owner.

You should receive your bill around the same time every month. You may call the Utility Customer Service office at (386) 424-2400 Ext. 4000 to get your balance for payment. You may also access the automatic phone feature (386) 427-3279. Failure to receive your bill will not avoid disconnection of service.

You will be required to have one Business Tax Receipt and a Certificate of Use for each dwelling unit you own.

It's just what it sounds like: the water is flowing in the opposite direction from its normal flow. With the direction of flow reversed due to a change in pressures, backflow can allow contaminants to enter our drinking water system through cross-connections.

A potentially hazardous cross-connection occurs every time someone uses a garden hose sprayer to apply insecticides or herbicides to their lawn. Another cross-connection occurs when someone uses their garden hose to clear a stoppage in their sewer line.

Without a backflow prevention assembly between your hose and hose bibb (spigot or outside faucet), the contents of the hose and anything it is connected to can backflow into the piping system and contaminate your drinking water.

This hazardous situation can affect more than a single home. In 1977, an entire town in North Dakota had to be rationed drinking water from National Guard water trucks while the town's water distribution system was flushed and disinfected following contamination by DDT. Investigation determined that two residents spraying DDT had made direct cross-connections to their homes. A backflow condition had occurred, sucking the DDT through the home piping systems and out into the town's water distribution system.

Backflows due to cross-connections are serious plumbing problems. They can cause sickness and even death. However, they can be avoided by the use of proper backflow prevention assemblies. Each spigot at your home should have a hose bibb vacuum breaker installed. This is a simple, inexpensive assembly which can be purchased at any plumbing or hardware store. Installation is as easy as attaching your garden hose to a spigot.

The City of Edgewater provides a monthly utility bill.  It is often confused as a “water bill” when it is compared to other nearby communities’ monthly water bills. Your monthly utility bill is all inclusive (water, sewer, stormwater, garbage and recycling). In other cities many of these services are billed separately through annual tax assessment.

Beginning October 1, 2023 there is scheduled to be an increase (once approved by City Council) of fees for Water, Sewer, Stormwater and Solid Waste (Refuse and Recycling).  For households that use an average of 3,000 gallons per month, this means an increase of $.85 for Water, $.09 for Utility Tax (10% of Water) and $1.62 for Sewer per month. The Stormwater increases by $.50 per month with a Solid Waste (Recycling) increase of $.52 per month and Solid Waste (Refuse) increasing by $2.10 per month.

The funds derived from utility bills support projects crucial to the environment and utility infrastructure of the City such as:

• Expansion of reclaim water lines to provide reclaim irrigation water to other areas of the community, reducing discharge to the Indian River Lagoon
• Lining of older sewer lines to reduce rain water intrusion into the sewer system
• Routine repair and maintenance to the utility infrastructure
• Improved maintenance and cleaning of the storm water conveyance system with specialized equipment
• Future replacement of the Public Works facility
• Reasonable Assurance Plan improvement projects to clean storm water before it discharges to the Indian River or Hammock recharge area as required by the Florida Department of Environmental Protection
• Replacement of older water lines for increased pressure and water quality
• Stormwater quality projects to reduce nutrients in rainwater runoff in accordance with the cooperative reasonable assurance plan

Sometimes referred to as "altering", spaying and neutering are ways of providing birth control for dogs and cats by removing their reproductive organs, therefore preventing them from having litters of puppies or kittens. Spaying is the procedure used for female pets, and neutering generally refers to the procedures used for male pets.

For all single family residential service, the sewer deposit for a ¾" meter is $100.00. This deposit may be waived if you have a good utility credit rating. For residential locations with a 1" or larger meter, or for commercial properties, please contact Utility Customer Service for an amount.

Thin cardboard is basically any type of box. Here are a few examples: cereal boxes, cracker boxes, soda boxes, hamburger helper box, tissue box, toilet tissue roll, paper towel roll, Ziploc bag box, shoe box, or from your office it will be a paper clip box, staple box, binder box, or the back of your memo pad.

To protect the environment and ensure the safety of our residents and employees, the City of Edgewater does not accept household hazardous waste for curbside collection. These items include solvents, paints, auto fluids, household/pool chemicals, or any combustible items. The empty container of these products may be placed with your regular garbage for collection. Paint cans must be empty and completely dried up before disposal.

All pets should be confined or restrained in such a way as to eliminate any possibility of attack or escape during the inspection process.

Garbage collection - Edgewater provides one refuse container/cart for garbage collection per household.  We ask that residents utilize the provided cart to place garbage to the street/curb. If you have excess that will not fit in your provided cart please place additional garbage in plastic bags and or any 20-gallon garbage cans.  Any additional cans used must have handles.

Recycling collection – Please call Environmental Services at 386-424-2400 ext 4007 and request a recycle bin. Each household is allowed two. If you have more recyclable materials than two bins will hold, place in a paper or plastic grocery bag and place near or on top of your bins.

Your garbage is picked up twice weekly – either Monday and Thursday or Tuesday and Friday, depending on your location. Check the Map Here.

Bagged or contained yard waste is collected once weekly on Wednesday, except for holiday weeks.

Loose laying yard waste will be picked up approximately twice a month on a continual route system. Place your loose laying yard waste along street/curb not blocking your mailbox, driveway, drainage swale/ditch area in front of your own home. Please do not make pile larger than 4'x4'x4' any pile over the 4'x4'x4' limit will have an additional charge.

Containers must be out by 7:00 a.m. the day of collection. Containers may be placed to the street/curb the evening before your regular scheduled collection day. All containers must be removed from the street area no later than 11:00 p.m. on your collection day.
